Bug Description

In some strange manifests, some authors use sets in manifest. So, we have to implement custom JSON encoder, to automatically convert set objects to list. See example: https://stackoverflow.com/questions/8230315/how-to-json-serialize-sets

The fix have to be added to 11.0 and then forward ported to 12, 13, 14, 15

Do not forget to add test for this case
